IE Compatible means rendering webpages and running Javascript according to the way previously done in IE browser ver. 6 and 7. This is deliberately Microsoft-different and did not conform to HTML/CSS/Javascript standards. You may wish to view webpages in this format if they were written to the Microsoft specific method, and they end up looking wrong or broken with standards-compliant browsers or rendering engines.

IE9 Standards means rendering webpages/HTML/CSS/Javascript/HTML5/etc according to W3C standards. Running webpages written according to standards means that they should look and work the same in all standards-compliant browsers; not just IE only, but all standards-compliant browsers.
