Will Orca ever be available to install on Ubuntu? It would really be awesome if that could happen - Ubuntu 10.24 comes with Firefox, but would be great with Orca!

I doubt this will ever happen natively. You can run it in Wine, however it's not very good. Also, there is no 10.24, it's 10.04.
