Try another language (english US) and restart Avant.

i recognize that. For me the solution was: Install that update, then make sure you have both "notify me when there's a new version available" and "automatically install hotfixes" unchecked. That button has never worked and will never work. Chrome in Avant needs it's own settings. If it would synchronise with the stand alone Chrome settings, it simply wouldn't function in Avant anymore. It could be the "protected mode" in internet options that is causing this.

Internet explorer --> Internet options --> securtity tab --> uncheck "enable protected mode"

Restart Browser after this.

According to me you only get the direct download option or the choice to open it with Adobe Reader when the adobe plug-in under Internet Options --> Programs --> Manage Add-ons is disabled . When that plug-in is enabled it should only open in your browser and you can download (save) it then by click...

just 1 advice

Make a back-up under Tools --> Make back-up/restore profiles
You can always put your configuration back then after a crash with a few clicks (saves you a lot of time)

Reboot first before installing, to make sure everything of Avant is closed.

That 12.5.0.0 has nothing to with what version will be installed. It's just a file number the maker gave to the setup file. For all 2017 builds the setup file shows that 12.5.0.0 number.

You can simply fix this (i think) by downloading it directly from the Avant site and installing it manually.

Reboot first (to be sure nothing of Avant is running) and then install it.

I don't think think that's bug, it's more the coding on that site. If it doesn't work with the IE11 engine you should try the IE compatible engine for that site. But i wonder if your problem with saving chinese bookmarks also occurs in IE11 stand alone.... if not, then it's probably a bug or some se...
